Franchise Zones and Collection Services

Authorized by the Imperial County Board of Supervisors on April 28, 2026, following a public hearing, the Solid Waste Franchise Zone program establishes solid waste and recycling collection services in accordance with SB1383 requirements (Program).

This Program is designed to serve unincorporated areas of Imperial County, particularly higher-density communities located outside city limits, by ensuring access to reliable trash, recycling, and organic waste (green waste) collection services.

The Imperial County Department of Public Works (ICDPW) administers and oversees franchise agreements with authorized waste haulers serving these areas (Franchise Zones). These services support residents, businesses, and institutions in reducing waste, increasing recycling, and properly managing organic materials in compliance with state law.

Recycling & Waste Reduction Resources

Not sure how to dispose of specific or unwanted items? Visit the Imperial Valley Resource Management Agency (IVRMA), which provides resources and programs for proper waste handling. Imperial County is a member of the Imperial Valley Resource Management Agency (IVRMA), a regional agency that assists local jurisdictions with developing and implementing programs for:

  • Waste reduction and recycling
  • Organic waste composting
  • Household hazardous waste management
  • Environmentally preferable purchasing

These efforts help ensure compliance with local, state,and federal environmental regulations.

Additional SB 1383 Requirements & Resources

In addition to collection services, SB 1383 establishes requirements for property owners, businesses, and organizations to support proper waste management and organics diversion.

SB 1383 Responsibilities for Property Owners & Businesses

Property owners, managers, and businesses are responsible for the following:

Tenant Education

Provide tenants with information on waste sorting requirements within fourteen (14) days of occupancy.

Annual Training

Ensure employees, contractors, and tenants receive annual education on proper recycling and organic waste practices.

Proper Disposal Compliance

Prohibit placing materials in the incorrect containers (e.g., recyclables or organics in trash bins).

Edible Food Recovery

Support food recovery efforts by donating surplus edible food to local organizations, helping meet the statewide goal of recovering 20% of edible food currently disposed of in landfills by 2025.

Edible Food Recovery Program

Tier One and Tier Two commercial Edible Food Generators (EFGs) are required to recover the maximum amount of edible food that would otherwise be disposed of and participate in an edible food recovery program to donate surplus food to local Food Recovery Organizations and/or Food Recovery Services (FRO/FRS).

Tier One EFGs

  • Grocery Stores and Supermarkets (10,000 sq. ft.+)
  • Food Distributors
  • Food Service Providers
  • Wholesale Food Vendors

Tier Two EFGs

  • Restaurants (5,000 sq. ft.+ or 250+ seats)
  • Local education agencies with an on-site food facility
  • Healthcare Facilities with an on-site food facility and 100+ beds
  • Hotels (with at least 200 rooms and an on-site food facility)
  • Large Venues/Events (2,000+ daily visitors)
