Solid Waste & Recycling
Authorized by the Imperial County Board of Supervisors on April 28, 2026, following a public hearing, the Solid Waste Franchise Zone program establishes solid waste and recycling collection services in accordance with SB1383 requirements (Program).
This Program is designed to serve unincorporated areas of Imperial County, particularly higher-density communities located outside city limits, by ensuring access to reliable trash, recycling, and organic waste (green waste) collection services.
The Imperial County Department of Public Works (ICDPW) administers and oversees franchise agreements with authorized waste haulers serving these areas (Franchise Zones). These services support residents, businesses, and institutions in reducing waste, increasing recycling, and properly managing organic materials in compliance with state law.

In addition to collection services, SB 1383 establishes requirements for property owners, businesses, and organizations to support proper waste management and organics diversion.
Property owners, managers, and businesses are responsible for the following:
Provide tenants with information on waste sorting requirements within fourteen (14) days of occupancy.
Ensure employees, contractors, and tenants receive annual education on proper recycling and organic waste practices.
Prohibit placing materials in the incorrect containers (e.g., recyclables or organics in trash bins).
Support food recovery efforts by donating surplus edible food to local organizations, helping meet the statewide goal of recovering 20% of edible food currently disposed of in landfills by 2025.
Tier One and Tier Two commercial Edible Food Generators (EFGs) are required to recover the maximum amount of edible food that would otherwise be disposed of and participate in an edible food recovery program to donate surplus food to local Food Recovery Organizations and/or Food Recovery Services (FRO/FRS).
